
Construction Solution for Prison IPTV Television System
1.1 Analysis of Industry Status
As national criminal law enforcement agencies, prisons undertake the important functions of maintaining social peace and stability, and preventing and reducing crimes. Prisons are a window of society, reflecting the degree of civilization and progress of a country. As an integral part of China's modernization drive, the prison cause must keep pace with the country's overall modernization and social civilization.
Digitalization is the general trend of economic and social development at home and abroad today, and an important driving force for scientific, technological, economic and social development. The digital transformation of prisons is a measure to keep pace with the times, an important means to improve office efficiency, and an effective way to better reform prisoners and serve society.
Article 36 of the Regulations on Prison Education and Reform issued by the Ministry of Justice stipulates that "Prisons shall establish an audio-visual education system and a radio room. Each sub-prison district shall be equipped with televisions to organize prisoners to listen to and watch news and other radio and educational video programs beneficial to prisoner reform, as well as open day activities." Under the guidance of this regulation, the digital transformation of prisons is in full swing.
The "Shubao Electronic Prison Video Education and Release System" emerged in response to actual needs. The system can conduct interactive and flexible TV education, cultural content delivery, video resource transmission and other multi-faceted education for prisoners. Based on smart education terminals, it has ushered in a new era of modern education for prisoners, and has been well received by prison bureaus and prisons. It plays an important role in improving the education and management of prisoners by prisons.
1.2 Construction Objectives
Build a digital and intelligent video education and learning platform, and ultimately achieve unified platform management of TV teaching, unified management of prisoner learning and reform by education departments, unified background management, and efficient information-based management.
Connect the network signals released by the digital and intelligent education and learning system to the prison office area, comprehensive building, teaching building, conference rooms in the production areas of each prison district, multi-function halls on each dormitory floor, duty rooms, and all dormitory areas of each prison district. Realize the comprehensive and unified control of all prison TV information points by the prison education and reform team (including the command center, teaching building master control center, and each prison district sub-control room), or the separate control of TV teaching in the dormitory areas of each prison district. Achieve the playback of different teaching contents in each prison district and multi-function hall to meet the needs of prison audio-visual education and teaching.
1.3 Project Construction Content
Currently, 80 terminal information points are planned for the prison, distributed in the dormitory areas within the prison, namely the cell areas of detainees in the detention house, public security detention center and drug rehabilitation center. The system adopts pure network transmission within the local area network, with 10Gigabit optical fiber transmission for the main road and Gigabit network rate for the branches. It initially reserves and provides 16 sets of TV program live broadcasts, 1 set of self-run channel teaching signal transmission and information management, and conducts intelligent network control on the TV playback content in the prison; for the convenience of prison dormitory management, the prison dormitories are equipped with intelligent all-in-one education and television sets. The prison dormitories may be equipped without remote controls or with remote controls (but strict remote control use management systems shall be implemented when remote controls are provided); after the playback content of the master control management center is uploaded to the system workstation by system administrators, it can be played repeatedly for many times, forced insertion, unified viewing by all terminals, or hierarchical account management for each prison district. The system ensures that the master control room has the highest authority to manage 70 prison information points in the facility, and then assigns secondary management authority to respective administrators. Truly, without remote controls in prison dormitories, the master control and sub-control rooms can play educational content regularly, turn on/off TVs regularly, and insert broadcasts regularly;
The system input signal sources are divided into two categories: one is from local telecom IPTV or radio and television digital cable TV signals, and the other is audio-visual signals played by prison self-run programs through program source equipment (cameras, DVD players, etc.).

2.2 Overall Architecture of the Prison Video Education and Release System Solution
The system is a platform for transmitting video and other information content over the IP network based on the local area network built inside the prison, providing point-to-point management including video encoding equipment, audio-visual education live broadcast distribution servers, video education information release servers, management workstations, and terminal Android intelligent all-in-one education and television sets.
End users will get a great experience from the intuitive and targeted prison application interface. The interface provides all available content and detailed information meeting prison application needs, better supporting prisoner reform and education and prison information management. It supports TV live broadcast, education file on-demand, sub-prison district area management in multiple ways, and realizes functions such as broadcast insertion and information transmission in various modes.
